受賞者の報告

　2022年10月26日から29日の4日間にかけて、“American Society For Bioethics and Humanities（ASBH）”の第24回年次大会がアメリカのオレゴン州ポートランドのオレゴン会議場にて開催された。筆者は日本生命倫理学会の参加助成をいただきプレゼンターとして参加した。本報告書では大会概要や筆者のプレゼンテーション、その他のセッションの様子を報告する。

 　今年の大会テーマは“Reimagining and Claiming the Role of Public Bioethics and Health Humanities”であった。大会ではPaper presentationやPanel presentationといった約170の個人発表セッション、６つのフラッシュセッション、11のワークショップ、３つの総会が開かれたほか、34のAffinity groupやネットワーキングの場が設けられた。ASBHの特徴の一つとして、幅広いテーマの演題がプログラムに組み込まれていることがある。今回の年次大会では、「臨床倫理」「多様性、格差、統合」「教育/専門職連携」、「健康人文科学」、「歴史、宗教、文化」、「法学、公衆衛生政策、組織倫理」、「哲学」、「研究倫理、社会科学」８つのカテゴリーにおいて演題が募集されていた。Affinity groupにおいても、「宇宙倫理」や「地方の生命倫理」、「軍事・人道・災害医療」、「クィア生命倫理」、「フェミニスト生命倫理」のように特色のあるテーマが取り扱われていた。

 　筆者は大会３日目のフラッシュセッション“Sexuality, Identity, Reproduction and Family”にて発表をさせていただいた。題目は“Attitude toward and perception of family formation among gay men in Japan: An interview survey”（日本のゲイ男性の家族形成に対する意識と態度: インタビュー調査）で、筆者が修士研究として行ったインタビュー調査の結果を発表した。調査からは、性的マイノリティの家族形成を保障する法規制がないことだけでなく、文化的・心理的要因を含む社会的側面も参加者の子をもつ意識に大きく影響を及ぼしていることが分かった。プレゼンテーションでは、現在の日本の家族形成に関連する法規制における議論で性的マイノリティが不可視化されていること、さまざまな立場にいる人の意見を考慮し民主的に政策を議論する必要があるということに焦点を当てて論じた。フラッシュセッションでは、８〜10人の発表者がそれぞれ５分で発表を行い、その後30分前後の質疑応答時間が設けられる。関心領域に近いテーマのプレゼンテーションはどれも興味深かったが、特にテキサス事前指示法は妊娠免責法によって妊婦には適応されないことを論じたプレゼンテーションが非常に勉強になった。セッション後には、セクシュアリティをテーマに発表した他のプレゼンターとお互いの研究について話すことができ、とても有意義な時間であった。

 　その他の大会期間中は筆者の関心領域である「生殖」や「多様性」を取り扱った演題や、セッションを中心に拝聴した。大会を通じて特に関心をもった２つの演題の概要を紹介する。27日の“Inclusion: Homeless, LGBTQ, and Low-Resource Settings”のセッションでBarry DeCosterは、アメリカの精神障害の診断と統計マニュアル（DSM）から同性愛が削除されたことに触れ、同性愛の脱病理化の歴史と意味について論じた。同性愛が脱病理化されたことで、クィアコミュニティの健康が注目されただけでなく、同性婚や子育ての権利を獲得するなど政治的改革に繋がった一方で、未だクィアの若者やトランスジェンダーが政治的な標的になっていると指摘し、完全な脱病理化には到達できていないと報告した。次に29日の“Risk and Pregnancy”のセッションでInmaculada de Melo-Martinは、妊婦のリスク評価には、母性に関する規範的な概念や、偏見的な信念や規範が影響を及ぼしていることを論じた。良い母親はどうあるべきかという信念や規範が妊婦のリスク評価を形成する一方で、母親になることの重要性に関する信念や規範が生殖・再生医療技術のリスク評価に影響を与えていることを報告した。

　大会全体を通して印象に残ったこととして筆者が参加したセッションの多くで、ロー対ウェイド訴訟を覆した「ドブス対ジャクソン女性健康機構訴訟」が取り上げられていたことを挙げる。生殖の健康と権利を揺るがす判決として日本でも衝撃が大きいニュースであったが、今回の大会ではこの判決について、女性のリプロダクティブヘルス・ライツに関してだけでなく、LGBTQIA＋、ホームレス、移民などにも焦点を当てた報告が多く見られた。この判決によって脆弱な立場に置かれる人にそのしわ寄せがいくのだということを、大会を通して学ぶことが出来た。

　今回の年次大会は2019年ぶりの対面での開催ということもあり、多くの交流の場が設けられていた。28日に新規会員や学生向けのレセプションが開催され筆者も参加したが、アメリカ国内の生命倫理や哲学を学ぶ学生や、研究者と情報交換や交流することができ、良い刺激を得ることができた。

 　次回第25回ASBHは、2023年10月10日から14日にメリーランド州ボルティモアで開催される予定である。

1. 目的

日本生命倫理学会（以下JABと表記する）は、学会員の国際学会発表を奨励し、国際交流の活性化をはかるため、生命倫理に特化した国際学会で発表を行うことが決定した学会員に助成金を支給する。この目的のもと、今回は2022年10月に米国ポートランドにて開催されるAmerican Society for Bioethics and Humanities（以下ASBHと略する）年次大会において発表を行う予定のJAB会員を対象にして助成金を支給する。

2. 対象となる大会とその情報

• ASBH第24回年次大会（ASBH 24th Annual Conference）
• 開催期間： 2022年10月26日から29日
• 開催場所：　アメリカ合衆国オレゴン州ポートランド

3. 対象者

• ASBH第24回年次大会に演題を申し込み、Proposalが受理されたJAB会員1名。
• なお、対象となるASBH年次大会における発表形式の分類は以下の通り（http://asbh.org/annual-meeting/proposals）。

  1. Preconference Workshop: These sessions are offered as extra-cost events before the beginning of the annual conference proper. Preconference sessions focus on teaching content that is actionable and provides tools, information, and knowledge that can be applied by attendees in their own work. These submissions will not be anonymized for the peer review process. These sessions can run anywhere between two and three and a half hours.
  2. Workshop:Workshop presentations are designed for instruction and interaction in a 75-minute session. Presenters must engage and involve the members of the audience for a significant portion of the session in small group activities, breakouts, role play, audience feedback, or discussion of cases or other content, design of materials and models, and similar forms of interactions. They are limited to 4 presenters, preferably from multiple disciplines and institutions.
  3. Performances and Exhibition: These sessions feature work created to be performed or exhibited and invite the audience to reflect critically on relevant issues or topics. Possible formats include, but are not limited to, staged dramatic performances, readers’ theater, movement-based compositions, exhibitions, two- or three-dimensional works, projection, sound art, and readings of original work. Performances or Exhibitions may be proposed by one or more presenters and may include more than one performance/exhibition, in which case identifying a critical theme that connects the pieces is strongly recommended. Sessions are 75 minutes and must incorporate at least 15 minutes for audience interaction, questions, or other opportunities for response. Proposals should include space requirements and other relevant specifications. These sessions are limited to 4 presenters. No additional funding is available for producing performance sessions.
  4. Panel Presentation:The ideal panel presentation compares and contrasts a variety of perspectives on a cohesive theme or includes presentations that are cross-disciplinary and build on one another. Panels are limited to 4 presenters who should be from multiple disciplines and institutions. One of these 4 presenters will serve as a moderator, and will be responsible for teeing up the discussion, introducing the presenters, keeping the session on schedule, and facilitating questions and answers as time allows. You are required to list one primary presenter and at least one co-presenter; you must indicate which panelist will serve as a moderator. Panel presentations are 75 minutes.
  5. Debates: The 75-minute debate session provide an opportunity to present opposing views on a topic. Sessions must include a moderator to introduce the topic and up to three other presenters, each presenting alternative approaches or views to the topic. Proposal abstract should include the topic to be debated, the structure of the debate, descriptions of the major points likely to be argued by each presenter, and the general qualifications of each presenter (without compromising anonymity) to ensure a fair debate.You are required to list one primary presenter and at least one co-presenter; you must indicate which panelist will serve as a moderator.  Presenters must incorporate at least 15 minutes for audience interaction, questions, and response.
  6. Paper Presentation:In paper presentations, one individual will have 15 minutes to present a brief structured discussion or lecture based on a work in progress or a paper with central, substantive content that has not been previously published, followed by 10 minutes for addressing questions from the audience. Three paper presentations will be grouped in a 75-minute session.
  7. Flash Presentation: In each flash presentation, one individual will have 5 minutes to present 3 slides: one with a title and their name and institution, a second with key points on a work-in-progress or a completed project, and a third with a bibliography. Each 75-minute session will include presentations by approximately 10 individuals, concluding with a period for individual conversations with the presenters. Members of the ASBH Board of Directors and Program Committee will moderate presentations, transitions between speakers, and interactions with the audience. This format may be especially appropriate for projects that might otherwise be presented on a traditional poster.

4. 応募資格

(1) JAB会員なら誰でもご応募できます。ただし、若手育成という観点から、選出の過程において大学院博士課程在籍者や博士号取得後5年以内（いずれも2022年4月1日時点）の会員に優先度を与える場合があります。
(2) ASBH第24回年次大会に演題を申し込み、Proposalが受理されたJAB会員。

5. 応募書類

(1) JABのホームページ、あるいは学会メーリングリストで配布したリンクより申請フォーム（Googleフォーム）に記入。なお、申請フォーム内の指定の箇所に、ASBHに受理されたProposal（報告）の内容ないしアブストラクト（英語の場合500 words以内、日本語の場合1000字以内）を記入すること。
(2) 2022年4月1日時点で、博士号取得後5年以内であることを証明できる書類等。提出にあたっては、申請フォームにファイルを追加する、または、メール添付で提出するというどちらかの方法で提出すること。申請フォームにファイルを追加するためには、グーグルアカウントへのログインが必要になる。メール提出の宛先は国際交流委員会（international[at]ja-bioethics.jp）です。

6. 助成金の支給額

申請フォーム記入の収入支出予算（概算）も参照して、30万円を上限として支給する。当該のASBH年次大会参加に関わる費用に用いること。これらの費用には、たとえば①航空費及び自宅より空港までの往復交通費、②参加登録料、③大会開催地での宿泊費や移動費、④海外渡航保険加入費、⑤その他大会参加に関連することが合理的に認められるような経費を含む。なお、助成金は、ASBH年次大会終了後、提出書類が確認された後に、指定の銀行口座等への振り込み等で支給する。
Zoomなどによりオンライン開催の場合は、参加登録料のみの助成とする。

7. 受給者の提出書類

助成金受給は、当該のASBH年次大会終了後1ヶ月以内に以下の書類等を電子化して、国際交流委員会（international[at]ja-bioethics.jp）に提出する。　また、オンライン開催の場合には(2)の参加登録証明書（領収書）の提出のみとする。
(1) 航空券領収書
(2) 参加登録証明書(領収書）
(3) 海外保険加入料（領収書）

8. 受給者の学会への義務

助成金受給者は、JABのニューズレターへの原稿執筆（学会出席報告を含む）の義務を負う。この原稿（ワードファイル等）は、原則として、当該のASBH年次大会終了後1ヶ月以内に、JAB事務局に電子メールで提出すること。

9. 選考方針

応募者の選定にあたっては、4.応募資格の条件に加えて、以下の点を考慮に入れる。
1) 3. 対象者の条件のところで記載したASBH年次大会における発表形式の分類。②、④、⑤、⑥は⑦、③、①より重視される。例えば、⑥のPaper Presentationは⑦のFlash Presentationより優先順位が高い。
2) ASBHに受理されたProposal（報告）の内容ないしアブストラクト（英語の場合500 words以内、日本語の場合1000字以内）。報告内容が優れていることが重視される。
3) 申請フォームにおける収入支出予算（概算）の合理性。

10. 審査の主体とプロセス

JAB国際交流委員会が審査し、代表理事に推薦する。代表理事が理事会審議を通じて受給者を選定する。

11. 申請書および応募の締切について

  • JABのホームページ、あるいは学会メーリングリストで配布したリンクより申請フォームに記入・提出すること。
  • 申請フォームの入力締め切りは、2022年7月15日とし、ASBHにおいてProposalが受理された場合、速やかに事務局に受理を証明する書類（ASBHによる受理を通知するメールのコピー等）を国際交流委員会（international[at]ja-bioethics.jp）に電子メールで提出する。
  • その後に、国際交流委員会で審議する。国際交流委員会の審議は1ケ月以内に行い、理事会承認を得て、申請者へ速やかに採択についての結果を通知する。
  • なお、ASBHに提出したProposalが受理されたかどうか等の情報は、2022年6月末にASBH事務局から本人に知らせが届くことになっている（http://asbh.org/annual-meeting/proposals）。
